Website: http://www.ic-pesd.org/ This Proceedings arose from the 2023 2nd International Conference on Public Service, Economic Management and Sustainable Development (PESD 2023), which was held via the virtual form in Xiamen, China, from October 27th to 29th, 2023. Meetings in the PESD series were and will be held every year. PESD 2023 marks the second time that this series of Conference had been held successfully. The scientific and social program for the Conference ran over three days with more than 100 delegates from about 10 countries gathering on October 27th and departing on October 29th, including keynote speeches, oral presentations, poster presentations, award ceremony, and academic communication. In all, there were five keynote speeches by renowned professors during the meeting. Prof. Luiz Moutinho (University of Suffolk, England) presented his research on Public Service, Economic Management and Sustainable Development. He started his speech by addressing the issues of ecological economy and ecological civilization. It was followed by the discussion on color-coded economies, low-carbon strategy and green living, sustainable entrepreneurship, fair trade, and ESG, and then he showed something about urban future and smart cities. Next, he explored social management systems, dissecting the Metaverse and the social ecosystem. Lastly, the areas of human augmentation, ChatGPT, and software development were also analyzed. Topics that were the focus of invited presentations and contributed papers at PESD 2023 included: Digitizing Public Safety, Innovation Management and Global Cooperation, Finance and Investment, Information Economy and Management, Sustainable Development Goals, etc. All submissions were gone through rigorous reviewand process by performing double-blind review to check their quality of content, level of innovation, significance, originality, and legibility. The Conference could not have occurred without the hard work of the Technical Program Committee members. We are most grateful to the staff of Atlantis Press for their help and kindness in the preparation of this volume. Finally, we would like to thank all the attendees at PESD 2023 for their scientific contributions to the Conference, and for their warm spirit of engagement which characterized the scientific discussions and social occasions.
