From March 24–26, 2023, the 2023 3rd International Conference on Public Management and Intelligent Society (PMIS 2023) was held in Wuhan, China. PMIS has been held successfully in the last 2 years, providing an academic exchange platform for the participants from all over the world.

Building an intelligent society and studying public management have always been a leading and hot issue. PMIS 2023 focused on the discussion on the public management in an intelligent society, technological innovation in an intelligent society and advanced intelligent transportation system.

Therefore, the general objectives of the PMIS 2023 were:

To create a forum for sharing, exchange and research at the international level, so that participants can be informed of the latest research directions, contents and results of public management and intelligent society.

To provide the approach to the main problems facing public management, creating spaces that encourage discussion and joint development of research, technology development and innovation.

Heated discussion took place. There was an enabling environment for discussion and exchange of ideas, during which topics such as Quality Management of Public Service, Urban Sustainable Development, Intelligent Industrial System, Solar or Wind Power Generation Devices and Smart Software for Electric Vehicles. An important issue was the discussion of Intelligent Utility-Driven Data Analysis reported by Professor Jerry Chun-WeiLin(Western Norway University of Applied Sciences, Norway). In the speech, the benefits by using the utility-oriented pattern mining and analytics compared to the past studies were highlighted, and a general overview of the state of the art in utility oriented pattern mining and analytic techniques according to three main categories was provided.

About 145 papers were received, after revision, for presentation at the conference and publication in AHIS-Atlantis Highlights in Intelligent Systems. The conference was organized in 4 keynote speeches in different research areas and various oral and poster sessions.

As in the previous 2 meetings, PMIS 2023 was again a space for undisputed knowledge integration and shared of peer experiences within the specific area of public management. The cordiality and good treatment of the attendees promoted a climate of friendship, which we could enjoy during all the development of the Congress.

Both conference and talk sessions were attended by many conference attendees, allowing closer relationships, both academic, as well as scientific and personal. The Congress was supported by Universiti Teknologi Malaysia, Malaysia, and Universiti Teknikal Malaysia Melaka, Malaysia.
