Abstract

Under the influence of the Europeanization process in the early twentieth century, Vietnam’s major cities gradually transformed from medieval feudal cities to modern urban structures. Regarding the impact on culture and people, the process of “Europeanization” in any country always has positive and negative sides. On the positive side, proactively absorbing and adapting exogenous culture is always the driving force and opportunity to innovate national culture and develop people, helping culture and people become more suitable in the era of expansion and integration. On the contrary, non-selective Europeanization can turn the nation’s cultural values upside down, causing fluctuations in both social and personal life. Through studying the impacts of the Decree on Hanoi City Sanitation in 1907 and the Hanoi City Police Regulations in 1915, comparing them with the practices that took place in Hanoi in the early years of the twentieth century, the article draws out the causes, characteristics, rules, and trends of the change in cultural values in urban Vietnam in the early twentieth century under the impact of the Europeanization process, and at the same time draws some experiences for the process of cultural and human acculturation in the era of expansion and integration in the current period.
