The innovation and entrepreneurship education reform of higher education is booming, and the quality of education needs to be tested. Starting from the origin of innovation and entrepreneurship education in universities, this paper traced its development, clarified its basic concepts, analyzed its connotation, characteristics and objectives, and then clarified its internal value and laws of quality evaluation, and established its internal guidance of quality evaluation. This paper proposes that the quality evaluation of innovation and entrepreneurship education in universities should be based on the guidance of learning effectiveness.
