Abstract

Against the backdrop of China’s cultural confidence strategy and ongoing policies promoting cultural-tourism integration, there is an urgent need for theoretical support and practical guidance at the mechanism level for systematically revitalizing historical and cultural resources. Taking Xi’an as a case study, this paper examines the types and spatial distribution of its cultural resources, analyzes the major obstacles to current integration efforts, and constructs a triadic integrated mechanism model of “cultural leadership–scenario transformation–industrial collaboration.” A categorized activation pathway system is proposed based on resource typologies. Through comparative case analysis and structural modeling, the paper verifies the explanatory power of the model in terms of resource transformation logic and practical effectiveness. It is argued that establishing a multi-stakeholder coordination platform is essential to promote mechanism integration, scenario innovation, and deep cultural-tourism fusion. The research findings offer reference value for similar historical cities seeking effective resource activation and integration development.
