Abstract

As a crucial vehicle for reforming modern vocational education, the core mission of the industry-education integration community is to innovate collaborative talent cultivation mechanisms. The Triple Helix Theory reveals the three-dimensional coupling relationship among government, universities, and enterprises, achieved through joint governance, symbiotic mechanisms, and collaborative innovation, providing a theoretical foundation for this community. Currently, the community faces challenges such as supply-demand mismatch, insufficient training effectiveness, weak innovation drivers, and an incomplete policy system. To address these, pathways include strengthening entity linkage through collaborative empowerment, building interaction mechanisms by facilitating circulation, optimizing the innovation ecosystem through spatial reconstruction, and improving policy safeguards by optimizing policy drivers.
