Proceedings of the 3rd International Conference on Special Education (ICSE 2019)

The 3rd International Conference on Special Education (ISCE 2019) has the theme ‘Elevating innovation for sustainable development of special education needs education’. Furthermore, the actual sub-themes discussed are including Inclusive education, Learning and Innovation for student with special education needs, ICT and assistive technology for children with special needs education, empowering Families and communities for children with special needs education, Transition from school to employment, Teacher training and capacity building and Innovation in early intervention.

In line with the theme, this Conference which is supported by the collaboration of SEAMEO SEN, Ministry of Education and Culture Republic of Indonesia and State University of Surabaya, aims at improving the sustainable special education innovation, so that the potentials of students with special needs are developed optimally.

This 3rd International Conference on Special Education will present 4 keynote speakers, 9 plenary speakers and is followed by more than six hundred and thirty participants, and one hundred and forty three participant from more than 10 different countries, more than fifty volunteers, communities, and stakeholders.

For this conference, specifically we would like to deliver our greatest appreciation for:

Director of SEAMEO SEN and Ministry of Education and Culture Republic Indonesia who gave us this responsibility to hold this international event.
Rector of State University of Surabaya and all of the members who have fully facilitated so that we could run this event with full of spirit.
The government of Surabaya and all of the members who have fully supported for the success of this conference.
Director of Elementary School Teacher Development who fully helped organize this event.
Educational Board of East Java Province, Association of Special Education Indonesia, all of the universities in Indonesia and overseas, the education expert, special education teacher, and special education scholars.

We realize that there must be some issues on our services or supporting facilities during this conference, thus we deeply apologize for that.

Lastly, we really hope that throughout the 3rd International Conference on Special Education it can be the platform for sharing ideas, thoughts, research on special education. So that, we can achieve quality and sustainable special education in the South-East Asia region.
