Abstract: Guided by the Outcome-Based Education (OBE) concept, this paper establishes a three-tier reform pathway: “identifying core problems – restructuring teaching content – innovating teaching methods.” To address the practical issues currently observed in the Complex Electromagnetic Environment course—such as fragmented knowledge systems, ambiguous objective orientation, and disconnection of practical components—this paper proposes a three-dimensional framework centered on “knowledge, ability, and competency” to drive the restructuring of a modular course content system. By integrating three major teaching models—project-guided learning, technical verification, and role-based field practice—an integrated teaching closed loop is formed, characterized by “theory as the foundation, experimentation as the enhancement, and practice as the performance multiplier.” This study offers a novel pathway for the teaching reform of the Complex Electromagnetic Environment course.
